Yes, CBD oil is legal in the United Kingdom. According to multiple news reports, CBD is legal and commercially available for anyone to purchase in the United Kingdom. However, there are, of course, some limitations. The THC content of the CBD must be no more than .2%. This number is roughly the same in other places in Europe, but lower than the traditionally allowed amount of .3% in the United States. The CBD must be produced from industrial hemp.
Furthermore, the CBD must comply with other European Union regulations, including the Novel Food Act, which dramatically limits the way in which CBD can be processed and products in which it can be placed. However, as of September 2019, England was in the process of negotiating a withdrawal treaty from the European Union. How those same regulations may still apply remains to be seen.
In August 2019, England began granting licenses for the cultivation of industrial hemp, the first one being awarded to three men on the British island of Jersey. The specific license is unique in that it allows the CBD to be processed from the entire hemp plant – not just stems and seeds, which had previously been more common.

Medical marijuana is legal in the United Kingdom. However, it requires a special consultant to prescribe and cannot come from a general practitioner.
Recreational use remains illegal. However, a “cannabis warning” can be given for individuals found to be possessing less than an ounce of cannabis, thus allowing for the creation of a criminal record but not other penalty. Fines and jail time increase with the severity of the crime.
