In January of 2018, a man from Oregon was detained in the infamous Mariona prison in El Salvador for carrying 36 grams of high THC marijuana. The man was a registered medical cannabis card holder and his destination was for Columbia, which had legalized THC consumption and distribution years prior.
This man’s arrest prompts the question of what legal action is necessary and fair, while also demonstrating that cannabis laws are still confusing to most consumers even in 2019. El Salvador has some of the highest murder rates in the world owing to entrenched gang communities. Additionally, the country struggles with exceedingly high rates of illegal drug trafficking across its borders. In recent years, the country has clamped down on drug law and made its health markets even more restricted.

In regards to drug and health supplement policy, El Salvador is one of the most conservative countries in Latin America. Only 17 percent of Salvadorans have reported trying cannabis or THC compounds, in contrast to the nearly 50 percent of young Americans who’ve used it. According to some surveys, only 8 percent of Salvadorans support liberalizing cannabis laws in the country.
Government and health officials have not made an effort to distinguish low THC hemp from more illicit compounds like hash. Legal officials and enforcers may not be able to tell the difference between non-addictive, non-psychoactive products and illegal ones. All consumers should be cautious because Salvadoran enforcers are more likely to penalize individual drug users than other Latin American countries.
